Hart dog owners who do not pick up after their pet now face £100 on the spot fines

A new law has come into effect to make sure dog owners pick up after their pets in Hart. 

It is called the Hart District Council's Dog Fouling Public Space Protection Order and is part of the Anti-Social Behaviour, Crime and Policing Act 2014. 

It requires all people in charge of dogs to:

  • Have with them appropriate means to pick up dog faeces deposited by that dog
  • Remove the faeces and for it to be disposed of in an appropriate receptacle. 

Those who do not follow the new legislation now face a £100 on the spot fixed penalty notice.

If the matter is taken to court residents could face a fine of up to £1,000. 

Councillor Sara Kinnell, Cabinet member for Environmental Health, said it is about keeping parks and open spaces clean for everyone:

“We welcome all responsible dog owners to our beautiful open spaces in Hart.

"We want everyone to be able to enjoy these areas safely and the introduction of this PSPO will gives the Council greater flexibility to tackle irresponsible dog owners.

“I would also like to encourage all residents to report incidences of dog fouling through ‘FixMyStreet’ on the Hart District Council website so that we can target our enforcement to these areas.”
