Hampshire Constabulary come out top in stalking inspection

Hampshire Constabulary's stalking clinic have been recognised as the best practice after Her Majesty’s Inspectorate of Constabulary (HMIC), and Her Majesty's Crown Prosecution Service Inspectorate (HMCPSI), carried out a joint harassment and stalking inspection for the first time.

Detective Chief Inspector of Hampshire Constabulary, Tim Rowlandson, said: "We are really pleased to have been recognised for the work we are doing. Our stalking clinic and advocacy service have been mentioned specifically. "

"We aim to explore further how we can work with stalkers to treat their behaviour and reduce re-offending."

The objective of Hampshire's stalking clinic is to provide a forum for the identification, referral, consultation, case formation and risk assessment of stalking cases. The multi-agency panel reviews high-risk stalking cases using the stalking risk profile assessment process.

The HMIC report said there is an under-recording of stalking offences and inconsistency in services.

Her Majesty's Inspector of Constabulary, Wendy Williams, led the inspection. She said: "Police forces must act quickly to protect victims. It is not acceptable that victims and their families are left to live in fear, or have to change their lives because of someone else's behaviour."

A victim of stalking, Zoe Dronfield, said she felt the police didn't take her case seriously: "I had to park several streets away so he [her stalker] didn't know I was home. When I called the police their response was to find a nicer boyfriend. They minimised the affect it was having on my life."

HMIC and HMCPSI inspected six police forces, including Hampshire Constabulary and six Crown Prosecution Service (CPS) areas.
