Tongham man ordered to pay over £800 after fly-tipping

Published at 4:53pm 21st January 2019.

A man has been ordered to pay £830 in fines and costs after pleading guilty to two counts of fly-tipping in Tongham.

Michael Luckman admitted to the offences at Guildford Magistrates Court last week (14 January) after waste was found dumped by a council-owned garage block in Poyle Road.

The court heard Luckman had been clearing out his garage but had failed to remove the household waste from the area.

Initially he was given a £200 fine by Guildford Borough Council’s Joint Enforcement Team but had refused to pay, leading to the court proceedings.

He received a £200 fine for each offence and was ordered to pay £400 costs and a victim surcharge of £30, he now also has a criminal record.

Lead Councillor for Licensing, Environmental Health and Community Safety, Cllr Graham Ellwood, said:

“I am delighted with the Joint Enforcement Team's first court prosecution and am sure this will send a strong message to those who fly-tip, especially in light of the fine levied.

"We take issues like this extremely seriously – it is a crime that affects the environment – and work in partnership with the police and our other enforcement partners to identify and prosecute offenders where necessary."
